Paradigm Shift
Since late 90’s of the last century the Centre started talking of a paradigm shift. Its experience of development, in general, and of rural areas, in particular, led it to conclude that all through history those who have strived to achieve development have given something extra to those who already have, in the hope that their development will trickle down to the people below. However, this never happened and hence the Centre advocates reversing this thinking. It advocates giving more to those who do not have with a view to developing the society from below. In its thinking, such a development will be more broad based and there will be less inequality. And by extension it came to advocate that the country should have development led by villages, common persons, employment generation and environment protection and not as at present a development led by cities and elites. |
